The GEF Small Grants Programme

in Uzbekistan

It all started out simple. One entrepreneur from the Kasansky district,Kashkadarya region, called. He owns LLC "Biogas". Makes biogas plants. Small shop, modest. He says that if he had machines, he would be able to do 2 times more. Small biogas plants, with a volume of 3 cubic meters, work great for greenhouse farms within individual rural households. Many, in their yard, make small greenhouses. This allows people to earn additional income. And for heating such greenhouses, where there is no gas, you can use biogas plants. According to our calculations, one biogas plant, during the winter season, can save 20 mature trees, which people cut for firewood in search of fuel needed for heating.

The number of households in the Kashkadarya region is 784,635 at the end of 2021. In addition, Kashkadarya is the leader in large families: 114,959 families with 4 or more children live in this region. More than 56% of the population, i.e. almost 2 million people live in rural areas. Let not all, but quite a few households have small greenhouses in their area. Now imagine the number of households with greenhouses and multiply that by 20 trees in one season! How many trees can be saved? According to statistics, most households consume about 500 cubic meters. gas per month. In winter, consumption increases greatly. In addition, those households that have greenhouses can consume up to 7,000 cubic meters of gas per month.

We've already supported such a small production, and a good idea grew out of it, which, in the end, unfortunately, did not work, but the beginning was good. It was in Karakalpakstan. Now we want to do the same, but with a different technology - with biogas.

What will the project do? We will try to help equip the workshop with the necessary equipment. to increase the production of biogas plants. In addition, government attention has recently been focused on increasing energy generation. And this increase is impossible without using all possible sources of energy. That is why generation from alternative energy sources is planned to reach 25% by 2030, where 1 GW (about 3%) of energy is declared for generation by small households. To support households and develop the use of alternative energy at the household level, it has been planned to introduce subsidies for several years, but they will not work in any way[1]. Finally, only in the fall of 2022, a preferential loan for the population was launched, which offers a loan for the purchase of alternative energy for the home, including biogas plants. The loan is allocated in the amount of up to 60 million soums, with an interest rate equal to the refinancing rate, 15% at the moment, for a period of 60 months. This is a weak, but still an incentive for the development of alternative energy at the household level. Loan conditions can be found here.

The project will try to use this loan to start a scheme for the purchase of alternative energy sources by the local population. In our case - biogas plants.

The project is under development and will soon be submitted to the GEF SGP Committee for consideration.
